Why do the wheels keep turning when the mower is lifted but the cutting disc stops?

From the perspective of safety regulations, if the mower is triggered to lift, the cutting disc should stop within 2 seconds, and the wheels will stop within 10 seconds, so our design logic complies with safety regulations.
The reason for this design is to avoid accidental triggering of the mower due to uneven ground when working on the lawn.
Therefore, our design will stop the cutting disc for safety, but the wheels will try to avoid being stuck to ensure that it will not stop due to false triggering, instead of being lifted.
